No.  It used to be the case that there was an exemption whereby an overseas franchisor granting one franchise in Australia would not be required to give a disclosure document. 

This exemption was abolished a number of years ago. 

Anyone granting a master franchise agreement must comply with the Franchising Code of Conduct, including by giving a disclosure document.
